On January 29th, 2016, considering the responses received to the draft bidding rules and the recommendations of the IFT, the SCT published the international public tender rules, in accordance with Mexican laws and regulations applicable to the Project and to the type of contract to be awarded. The bidding rules include the description of the project, its legal and regulatory guidelines, its financial and experience requirements, and any other information and documentation needed for the submission of the bids.

This stage includes public Q&A sessions for the contestants to request clarifications of the information contained in the bidding rules.

The date for submission of the proposals of the bidders will be October 20, 2016. The bids will be evaluated and the winner will be selected through a competitive, transparent and impartial process, in accordance with the evaluation criteria established in public tender rules.

The ruling and award of the international public tender are scheduled for November 17, 2016 and the signing of the Public Private Partnership contract will take place in accordance to the calendar included in the public tender rules.
