On March 11, 2015, the Ministry of Communications and Transportation (Secretaría de Comunicaciones y Transportes - SCT) published a request for Expressions of Interest on any aspect of the development of the Red Compartida, and to confirm the interest of the possible participants in the public tender process for the design, financing, deployment and marketing of Red Compartida. The term to receive replies ended on May 22, 2015.

On July 17th, 2015 the Ministry of Communications and Transport (SCT), in coordination with the Federal Telecommunications Institute (Instituto Federal de Telecomunicaciones – IFT), published Red Compartida’s general criteria. The general criteria are a preliminary version of the international tender and of the Red Compartida project as a whole.

The draft of the bidding rules of the international public tender was published by the end of September 2015.

In January of 2016, the Federal Telecommunications Institute (IFT) issued its formal opinion and recommendations on the bidding rules, pursuant to the second paragraph of article 39 of the Public -Private Partnerships Law (Ley de Asociaciones Público Privadas) and articles 98 and 99 of the Federal Economic Competition Law (Ley Federal de Competencia Económica – LFCE).
